It belongs to the Mateh Asher Regional Council and the Moshavim Movement. The community was founded in 1949 by a group of demobilized soldiers on part of the lands of the depopulated Palestinian Arab village of Al-Bassa, and was originally called Tzahal.〔Morris, 2004, p. xxii, settlement #184, in 1949.〕〔Khalidi, 1992, p. 9.〕 Afterward its name was changed to Liman to honor the American senator Herbert H. Lehman. In 2005 it had a population of about 500. Its area is about 2400 dunams. Most residents work in agriculture, such as plantings and chicken raising.
